Tactical Nuclear Warfare ??

According to this site, Islamic countries have 
decided not to participate with non-Muslims in any 
attack on another Muslim. For religious reasons.  

This has reinforced the partnership between USA and 
Russia. According to this website, the two countries
now have agreed to permit each other's use of 
tactical nuclear weapons if necessary.  The West is
also considering buying Russian oil instead of Arab.

Can anyone find similar reports from other news 
sources?  Is this for real?

If so, what will be the political and economic 
fallout if a neutron bomb is dropped on Chinese 
troops in Afghanistan?
