I had the same problem  with DBC 19.2 cable and was able to solve it by
updating the ROS.  I was running an old ROS because I had the spontaneous
ROS download problem and it did not happen with the old one.  I downloaded
the newest from DBC (75.07) and turned the Signal receiver off and restarted
it, and everything works fine for now.  Time will tell whether the ROS
downloading becomes a problem again.
