NEW Y2K patch for TS4

If you are experiencing difficulty in downloading the Ts_kit.lib file, I
had success (after initial failure) by right-clicking on the file &
selecting (in Netscape) Save Link As... (Sorry, I don't know what the
equivalent selection is in IE.)
