As far as I know:

Germany now depends on the ECB European Central Bank , all the EuroLand
financial markets trade in ? since january 1st 1999!!.
Germany had 3 central bank rates
Lombard rate which was the ceiling rate for banks charged by the Buba
Repo rate (Repurchase agreements Short Term Tbills and commercial Papers
repurchased at 100% of their face value up to 3 months)
Discount rate (Repurchase agreements Short Term Tbills and commercial Papers
repurchased at 90% of their face value up to 2 weeks)

But now with the ECB,

You have the EONIA which is
the Euro Overnight Index Average: rate calculated by the ECB and
disseminated by the EBF (European Banking Federation). It is the weighted
average of all uncollateralized overnight loans made by the banks included
in the calculation of Euribor.

and the Euribor:
Euro Interbank Offered Rate: rate at which Euro interbank term deposits
within the Euro zone are offered by one Prime Bank.

The BOE, Bank of England has no Discount Rate
It makes Open market intervenes every 2 hours
It makes Repurchase Agreements and Reverse Repurchase Agreements of Bills
within 4 "Bands"
1-14 days
15-33 days
34-63 days
64-91 days
There is no official rate!
