Backup ISP for TS2k?

Assume TS is getting data via the Internet. Some ISP's provide a dial-up
connection as backup to a DSL/cable modem connection. Is there a
*practical* (quick, for example :-) way in TS to switch to this backup if,
say, the cable goes down in the middle of the day? 

How about switching to another ISP? Do the inet data services tie into
just one user ISP?
