Stocks - sell stop orders

Can someone tell me how a stop order to sell below the market is executed
when trading stocks?  How does it actually work with the 1 tick uprule for
shorting?

Does the same rule apply for when you are long and wish to place a
protective sell-stop in the market, or does it only apply to trades that
represent a new short position?
