This is Omega's response that someone else posted on another list recently:

Use the following steps in order to install any Omega Research product on a
computer that is using the Windows 98 operating system. These procedures are
for either an upgrade to Windows 98 or a pre/fully installed Windows 98.

1. Close all programs.

2. Click the Programs | Windows Explorer sequence from the Start
button.

3. Open the C:\WINDOWS\TEMP directory by double clicking on the WINDOWS
folder, then on the TEMP folder.

4. From the pull-down menu click the Edit | Select All menu sequence.

5. Select the File | Delete menu sequence.

6. Click YES to the Confirm Multiple File Delete window.

7. Close the Explorer.

8. Click the Programs | Accessories | System Tools | ScanDisk sequence
from the Start button.

9. Highlight the drive where the Omega Research program will be
installed.

10. Under Type of Test, choose Thorough.

11. Place a check in the box next to Automatically Fix Errors.

12. Click Start.

13. When the ScanDisk utility has finished, click Close.

14. Click the Programs | Accessories | System Tools | System Information
sequence from the Start button.

15. In the Microsoft System Information window, click the Tools | System
Configuration Utility menu sequence.

16. Select the Startup tab.

17. Uncheck all the items in this section and click OK (this will
temporarily prevent any programs from loading when Windows starts).

18. Click YES in the System Settings Change window, and the computer
will restart.

19. Install the Omega Research program once Windows 98 has loaded.

20. Once the installation process is finished, repeat steps 14 through
18. However, in step 17 check all the items and click OK.

When the computer restarts, all programs will be loaded normally once again.
