Thanks to all who helped me with this matter. 
The conclusions are:
TS 4.0 is 16 bit.
Matlab5.x is 32 bit.
Forget about DLL at this time or at least untill TS5.0 is out.
In addition to that I figured that DDE is much simpler and 
faster to set up. 
DDEs are fully supported in Matlab.
Omega server supports DDEs too, but I am not interested in 
that.  I dont know yet if you can set up DDE from an EL system. 
I will try to set up a DDE link between 
TS and Matlab to read/write EL array files.
