Eric,

Metastock's built-in ATR(20) starts on bar 20 and ATR(50) on 50.
Here's a handy tool you can use to check this:

{Bar Count}
Cum(1);
{end}

As far as a data sample the more the merrier is a good rule to follow.
You should also note that some indicators require more data. I believe 
if you read over some of Roy Larsen's post you will find some great 
explanations about this.
