First, in the picture, it's not 10 % higher than 3 months ago but rather, 10 % higher than the lowest value of the 3 last months.

 

To have that, in the Explorer :

 

colA :   Close

colB :   LLV(L, 63)

 

Filter :  ColA >= colB * 1.10
