Eric,

John Bollinger has a book out about his indicators and how to use 
them. He also gives formulas both in the book and his website. The 
indicator you are talking about has been called the Bollinger Band 
Squeeze and Bollinger Band Width. If you do a search on the group 
site you will find a number of discussions about them.
