My guess is that "C=27.6418" is not an actual event. i.e. the price is an approximation to 4 decimal places but NOT exactly equal to 27.6418. This can happen when prices have been adjusted for a dividend etc. Open the data for that bar and I'm sure you'll find that there are 1 or 2 extra decimal places. You might need to find a less exclusive check to pick up this bar.
What security is the chart for.

I ploted the following custom indicator on a chart loaded with data
since Jan 2003,but it returned nothing.
BarsSince(C=27.6418);
The above closing took place in march 2003 as shown on the chart.
