I think this will give the % of the way from low to high the current 
close is including the current close. If 1, today's close was the 
highest if 0 today's close was the lowest over the current 60 days. 
Doesn't assign a rank from 1-60, however:

100*(C- LLV(C,60 ) )/
(HHV(C,60) - LLV(C,60));
