An MS product called SPYglass does what you want. It is now sold as
Fire by Equis. Same program. 

You can compare the relative strenghs of the ETF to one and another or
you can compare them to all stocks in the your universe or you can
compare them to an index. It's easy to do. 

You can also backtest using the ERS calculations. It won't pick the
top ten but it will tell you which ones are out performing 95% of the
others which is approximately the top ten for your list.
