Its not really the focus of the site, but the free Charts and Reports
section has a listing of all new highs/lows of 3400 of the primary component
stocks (covers 61 major indexes and ETFs). Once you sign up (again its
free), hover over the "Special Reports" button in the left column and select
either "Component 1 Year New Highs" or "Component 1 Year New Lows". They
are broken down by the index or ETF they are a component of.
Go to the site below, if you want to sign up and try it.
