I don't think there is a specific maximum number of lines for a formula. However there are obvious practical limits imposed by the maximum of 20 variable names and 2499 characters. I've forgotten the exact number, but windows in Enhanced System Tester are restricted to about 40% of the size of indicator and exploration formulas.
 
One variable name can be used several times over, with some limitations of course, so the "20 variable limit" is much less restrictive that it at first seems. There are ways to get around the 2499 character limit as well, and several formulas can be strung together.
 
This doesn't answer your specific query but it might help you overcome some of the perceived limitations.
