I didn't receive your original post, though it is posted at the Yahoo groups site, so perhaps it's hanging some place.
Doing a Google search for "MetaStock ICE" brings up the following link:
www.adaptick.com/ice/
However, that link comes up with a "Page not found." Also, trying to get to www.adaptic.com comes up with the same failure. In going to the MetaStock official plug-in site, it isn't on the list.
Where do you find this plug-in?
By the way, have created an Expert in MetaStock using some of Clayburg's ideas. Not 2 indicators, but 2 values of the same indicator along with his Stages of support and resistance. I use values quite different than what he lists, and come up with better signals and support/resistance areas on EOD data. Am playing with paper trading, but it does look good - if you fudge based on experience.
