Bin Laden as man of the year is inappropriate. You can voice your opinion

Snopes is probably the best source for determining whether
something is true, an urban legend, or a hoax. Times magazine is really
considering
naming Osama bin Laden Man of the Year.

Times magazine defines "Man of the Year" as the person or group who most
influenced world events during the year. While with this definition, Osama
bin Laden certainly qualifies, the fact is that most people think that
"Man of the Year" implies that we applaud the person. In this case,
nothing could be farther from the truth. Please read the Snopes page
referenced in this email and send an-mail to Time.
