As per the tests I have seen yes, AVP and F-Secure are usually on top before
Norton and VirusScan.

F-Secure is a "cocktail" of AVP scanner and a new version of F-Prot for
heuristic part.
AVP uses another heuristic engine which has only a few differences compared
to F-Secure so they are close together.

There is another one named ViGUARD from a french company www.tegam.fr which
uses only generic engines (no scanner at all) so it is very good for new
virus not yet recorded where scanners cannot do anything.
And there is so no need to update any list.
It detects files which have "suspect behavior".
Heuristic part of F-Secure or AVP are not so powerfull, only their scanner
is very good, if they have the virus in their list, they are a little bit
better than ViGUARD, but for a new one not yet recorded ViGUARD is far more
powerfull.
