In the US we are very fortunate that we have an extensive system of public
libraries and easy access to most, if not all, academic libraries.  For a
fee I have full library privileges at the University of Houston. All
academic libraries and public libraries can borrow books from each other.
This is an extremely useful service.

Last year I requested an interlibrary loan from a Houston, TX, academic
library. They finally borrowed the book from an overseas library. The search
record which listed the libraries they had tried included several Canadian
and British Libraries. Wouldn't the other academic libraries in the ECM have
this capability now too? The National Library of Canada used to allow
residents of Canada to borrow books by mail at no charge. Perhaps some of
the European countries have something similar.

About 10 years ago an American living in Paris told me that unless he was a
student or staff, he could not use the academic libraries there. His words
were "They wont even let me stick my nose in the door". Has this snotty
elitist policy changed?
