Not going to be very helpful here....

1. I believe so.
2. I don't know - I think you might be able to do this through a windows command line but it beyond me.  I'm not sure why you need to quite to force AB to write the watchlist file - my understanding was that it wrote out the files to BatMan folder as CSV files.  Can you clarify?
